Plus Action Speed From Weapons Doesn't Apply To Abilities?

For example, Duskfall (unique sword) has the Additional Effect of Feather Light: +10% Action Speed. The game shows that the action speed of attacking using the sword is increased but the abilities are not affected. Is it just for this sword or for all weapons? Is this intended or a bug? If this isn't a bug, the in game description should state clearly that this action speed increase only applies to the weapon itself.

No, it's intended. What makes you think that an enchantment on a weapon that's called "Feather Light" will improve your action speed with anything else than the feather light weapon?

 

Let's say you have no weapon at all and cast a spell. Now you take up a sword and suddenly you can cast your spells faster. Even if it's feather light that doesn't make an awful lot of sense.

 

I PoE there was a rapier called Spelltongue that had an enchantment called "Time Siphon". That gave you a general speed buff - but you had to hit enemies with it first to "siphon the time".

 

Generally speaking: weapon speed enchantments are only for that weapon.

You said earlier "only for that weapon" and I took it as that the action speed increase effect only affects the attacks with the weapon is not true for other weapons with action speed increase effects. Now you are saying "Generally speaking: weapon speed enchantments are only for that weapon.", which seems to contradict what you said earlier.

 

If it isn't a bug then they should make the description clear in regard to which actions are affected by the action speed increase.

Yes, I agree. That would be nice.

 

Unfortunately PoE and Deadfire don't have the best reputation when it comes to explaining their own mechanics.

 

Also see stacking rules, dmg calculation, double inversion mechanics etc.

Your last comment is the main point. The descriptions are often very unclear and sometimes even self-contradictory. Whoever wrote them or whatever algorithm was used in creating them did clearly not do a good job. This is really a problem in the game.

There is a huge problem with tooltip accuracy in POE 1&2. For some proc/bonus, tooltip say 'with this weapon', but not always. Some weapon can proc stuff on kill with anything (like the estoc unique) and some that only proc with the weapon kill (like grave calling).

 

We are dealing with magical items, how can you know what is a 'local enchantment/bonus and what is a global one if this isn't written?

Yeah, it's a lot better in deadfire but one big area of confusion is whether or not a weapon bonus on one weapon applies to all you do or just to that weapon. Sometimes weapon bonuses apply to the weapon in the other hand, sometimes they don't, etc.
