For each kill (including destructible objects and piddly summons) made with the weapon you gain 1% outgoing and received damage, which stacks up to 20 % and ends on resting.

Yes. It means you do more ouch and receive more ouch. :)

Well I was thinking DPS wise, I guess at the end of the day, i just want to find a reason to use something other than the red hand.

 

So far, the only thing I feel that is good about the Dragon, is that it is farther ranged, but the double attack feels far superior

The redhand is on another level better. Perhaps the highest dps weapon you can find

 

I would actually recommend to not use it because it trivializes most of the game. 

 

You will just get lazy and autoattack with it instead having to think 

 

it needs a huge nerf

The two attacks per reload + destroy lower level vessel on second hit of the Red Hand is a bit ridiculous, especially when you get driving flight later on. I went to Poko Kohara at a rather high level and my frontliners were storming the titan, when suddenly, he simply wasn't there anymore. Didn't even get the cool destruction animation.
