[1.1b] "News" GUI is obnoxiously large and can no longer be disabled

Question

Currently have the option turned off in settings, but getting it anyway. Tried toggling it on, then off again, to no effect.

And even you checked the disable news option, this pop-up window still appears when you start-up the game. But if you click the pack up button, it will shows you a appear animation.

 

I think with the option the news should be packed up, and the button thinks so too. However the news still appear, that's why you need to click the button twice to pack up the news. The first click for the button is open the news.

There's definitely something janky with the new news window.  I suppose I don't mind the bigness when it properly shifts the window elements around, but any attempt to turn it off results in a misbehaving UI (draws over/under the Menu, requires a several clicks to dismiss, etc...)
