Cannot reach endgame allied with Huana

After completing the quest to blow up the powderhouse and having the subsequent conversation with Onekaza, I cannot seem to continue onto the endgame allied with the Huana. In the quest log, "The Coming Storm" is still at the stage where it tells me to "Forge alliances or prepare for a hard journey", despite also stating that completing the aforementioned quest would solidify the alliance with the Huana. Traveling to Ondra's Mortar only allows me to choose to go ahead alone. Unless I am missing something important, it would seem this bug is preventing me from finishing the game.

I have the same problem. The only reason why Huana achievement is all that's left to complete :( I think this issue is connected to two earlier quests, "The Shadow Under Neketaka" and "Fruitful Alliance".

 

Right at the end of "The Shadow Under Neketaka" quest Onekaza dialogue goes like this > A B C D

 

Onekaza is sending you to ally with the Wahaki and give them the phrase. BUT...

 

If you go right right away, the quest "Fruitful Alliance" starts and you ally the tribes. If you don't do that quest right away (or maybe before heading to Ashen Maw), you can't ask the tribe leader about allying with Onekaza again. You never get the quest "Fruitful Alliance".

 

I think the final quest gets stuck because it is expecting you to ally with Wahaki before heading out to Ondra's Mortar... but you can't do that since the option is gone if you missed the chance.

 

At least that's my hypothesis. Talking to the village chief (north west) in the following saves should show the difference.

Going to Ori O Koiki and killing the Wahaki's leader seems to fix the issue. Upon returning to Onekaza, she will offer you the quest to ally with the Wahaki, and all you need to do is end the conversation and talk to her again to turn in the quest, since, luckily, the quest anticipates the possibility of you killing the leader and still allows you to finish it if you do. Once you finish, you should be able to proceed and sail to Ukaizo without the Wahaki. I tried to do it without killing the leader, however it seems like the only way to get the quest to trigger for now. It's a temporary fix but better than not at all.

I'm also having this issue.

 

Previously I had been to the Wahaki and couldn't finish the "find evidence of the Leaden Key" quest. The Wahaki leader just tells me I can't step any closer, this was after I failed to read her soul with a check that happened before Ashen Maw. After Ashen Maw, I went to Neketaka and spoke to the Queen, she told me to check out the water shapers guild and I ended up killing the dragon there. The Queen was disappointed but then told me to blow up the powderhouse. I just ended up attacking and killing everyone in the powderhouse before planting the bomb and then successfully blaming it on someone else. Then talked to both the Queen and Prince, Queen said we're allies and that's it. No ships near Ukaizo, nothing else to move forward with in dialogue. I've never even seen the "Fruitful Alliance" quest show up. 

 

Teacher, I can't open your saved game files within my game. I see your watcher's name show up as a bar behind my saved games list and it's unclickable.

Sorry I don't know what's wrong with the save. Just copied what was in Saved Games\Pillars of Eternity II folder.

 

What I did for the leader to talk to me was first I took "A Shrewd Proposition" quest from the pirates and instead of helping them I wiped the slavers out. Then went to speak to Wahaki and asked to see the leader about it. She's been pretty friendly since then. I passed whatever checks she had for the Leaden Key quest though, if that matters. I also released the dragon after taking some of its soul with metaphysics checks (need 9 I think).

 

Fruitful Alliance quest pops up right after you tell the Wahaki leader, like this. The option you need to pick for that disappears later on.

Yes, I just went and killed the Wahaki leader and read her soul. Went back to the Queen and the dialogue said she wanted me to go talk to the Wahaki, I said I would even though I just finished killing them all. Then had to talk to her again and it completed the "Fruitful Alliance" quest and the achievement popped up for me.

 

I had also wiped out the slavers way before, so I think the dialogue gets messed up if you don't go and read the Wahaki soul first (maybe).

The soul reading of Wahaki Leader should be tied to Aloth's quest. I think Teacher described the possible cause of this bug correctly. the quest "Friutful Alliance" is bugged. after the watershpper guild quest, if you do not accept the quest right away, there is no way back. however this is not supposed to be a faction exclusive quest. 

 

The quick fix to get the achievement is to kill the wahaki leader to force a change in the quest status.
