I used scientific method in reaching this conclusion. Anyone can replicate my results.

 

1. Go to the outrageously outdated wiki: http://pillarsofeternity.gamepedia.com/Status_Effects

2. Press "CTRL-F" and type "reflex"

3. Press the "Highlight All" button in the bottom left corner of Firefox window.

 

You will note that there are many more Reflex debuffs than Will and Fortitude ones. Fortitude and WIll ones tend to come on the same effects - Charmed, Sickened, Weakened.

 

Sagani can use Wounding Arrow to inflict Hobbled, which reduces Reflex and makes the target susceptible to Binding Roots. She can also use Stunning Arrows. Hiravius can use Sunbeam, which blinds and further reduces Reflex.

 

There ARE some spells which target mental stats in a sneaky way, for example Miasma of Dullmindness simply drains -10 from three stats.

My anecdote will confirm it! Well, I agree reflex is the easiest to lower, but deflection and will aren't impervious either. Fortitude though...

In fairness, just that alone is a -40 Will penalty. Once you start totaling up the penalties, I wouldn't be surprised if that puts Will in the lead at least for the first few debuffs.

If I'm typing in red, it means I'm being sarcastic. But not this time.

Dark green, on the other hand, is for jokes and irony in general.

Also, most enemies in the game are weak to will and reflexes. This only further amplifies this issue.

 

Spirits (including shadows and phantoms) are more or less the only enemies in the game with low fortitude defenses.

cipher's paralyze can virtual eliminate reflex saves at one go... but mental binding requires a will save.  is not as if these status effects work complete insular.

Fortitude, reflex, will defenses are interesting way to differ enemies, but:

- Fortitude targeting damage powers/spells are rather bad versus enemy "tanks" and there are usually better powers that target deflect if you going after "casters".

- Reflex mostly apply to rarest damage powers/spells and these usually worse than alternatives despite higher accuracy (maybe it is just me, having such party).

- Will attacks have best CC capability and far too often are better than attacks rather than fortitude/reflex ones.

 

Overall spell/power effect > targeting defense when it comes to picking your hand, either that because of lack of alternatives or disbalance of powers/effects usefulness.
