Does Rejuvenation effect Victory Rush and if so is the percentage from Rejuvenation added to Victory Rush or is it just a percent of a percent, which would make it pretty irrelevant if Rejuvenation effects Victory Rush since 20% of 10% is 2%.

Victory Rush + Rejuvenation

Does Rejuvenation effect Victory Rush and if so is the percentage from Rejuvenation added to Victory Rush or is it just a percent of a percent, which would make it pretty irrelevant if Rejuvenation effects Victory Rush since 20% of 10% is 2%.
I think it does and I think it adds the 20% to the 10% chance to regain health. So if max out both talents you will have a 20% chance to regain 30% health when killing a foe.
