Don't think it was Avellone who wrote him. funcroc showed up in some other topic and posted a quote which detailed who had written what. I think it was Travis Stout who's responsible for Taipei and its characters? And Matt Mclean wrote 95% of the e-mails.
Ah well, all the writing is brilliant. The suave reply to Heck's conspiracy theory email was hilarious - I had to choose it, even though I was mainly doing a professional playthrough.

I just loved trying to stealth through the hotel level and then suddenly Heck pops out and starts shooting the crap out of everything. Good times.
Indeed. I heard the gunfire and thought "Ohhh shiii...." and saw Heck in a firefight. Hilarious.

Speaking of Taipei, I was disappointed that Hong Shi couldn't be a more "constant" character. Any character voiced by James Hong needs to be used a lot, he did an awesome job.

I like to think that he actually did start off as a CIA agent, but the experience simply fuelled his original wackiness and made his mind go overboard. I mean, the spy life can make you become paranoid.
Making Wen Shu the assassin is the best joke I've seen in a video game for some time.
"A copy of Catcher in the Rye was found in Wen's apartment, sparking internet conspiracy theories..."
I was laughing so hard at that point.

So it was James Hong? I thought I recognized the voice. Even the face looked somewhat similar
